Blur tool does not show up on the canvas

The 1st generation iPad, iPhone 3GS, iPhone 4, and iPod touch up to the 4th generation do not support the processing used by the Blur tool, so the Blur tool cannot be used.
Old Android models do not support the Blur tool, too.
Therefore, the Blur tool is not displayed.
